Admin commands

Two server commands give admins direct control over deployments. Both require the loadouts.admin ACE.

/loadouts:status <citizenid>

Prints the current deployment status for the given citizen id, including unit, items, deposit, and when it was deployed.

/loadouts:forceclose <citizenid> [refund|penalty|none]

Forcibly closes an open deployment.

Online vs offline targets: if the officer is online, refunds go straight to their bank. If they are offline, refunds are applied the next time they connect.
